MUNICH — U.S. Vice President Joe Biden is backing the German-French diplomatic push to calm the crisis in Ukraine but says Russia will have to be judged by its actions on the ground, "not by the paper they sign."

Biden said the latest diplomatic drive is "very much worth the attempt." German Chancellor Angela Merkel and French President Francois Hollande traveled to Kiev on Thursday and Moscow on Friday.

Biden said the U.S. doesn't believe there's a military solution to the conflict though he said Saturday: "We believe we should attempt an honorable peace, but we also believe the Ukrainian people have a right to defend themselves."

He stopped short of explicitly raising the possibility of sending lethal weapons to Ukraine.
